Ceferino Joven, the first civil governor of Pampanga, was inaugurated in February 13, 1901, along with the first civil government under the Taft Commission.

A known supporter of the Propaganda Movement against the Spaniards, Joven was once denounced and threatened by the Spanish provincial governor after he met Jose Rizal during the latter's visit of Pampanga and Tarlac in June 1892.

Upon the establishment of the first Philippine Republic, Joven served as major of Bacolor. He also joined the provincial council composed of Tiburcio Hilario, Mariano Vicente Henson, Mariano Alimurung, and Roman Valdes.
