What is concrete shuttering?

A wooded frame is made into a shape, for example a stair case, and then the concrete is poured into the frame. After the concrete has set, the wood/shuttering is removed, leaving a solid concrete shape. Steel bars are added into the concrete as it sets to give the shape more strength.
