How do you unlock wyvern hill?

You can automatically get Wyvern Hill when you get the Dragon Cave Friend Area. It has 30 floors, with the Sun Ribbon in a locked chamber on 20F, and the HM Fly in a locked chamber on 30F. A Dragon Scale can also be found around the 30th floor.
