any acid based cleaner works well on rust however acid will also remove unoxidized iron and can cause hydrogen brittleness

which in most cases will not be a problem but if it is you can use a 50/50 water and cyanide mixture to safely remove rust, CAUTION CYANIDE IS POISONOUS
