Where to get water stone in sapphire?

There is a little house on the way from lily cove to Moss deep city, but it is closer to moss deep city. There is a guy in side the house and if you have a blue shard you can trade it and he will give you a water stone. BLUE SHARD&SHARDS there are blue deep areas and there are poke balls with shards in them.
