How do you get to vermillion city?

THIS ONLY WORKS FOR HEART GOLD AND SOAL SILVERwell you have to beat the elite 4 and then go to prof.Elm and talk to him and he will give you a S.S. Ticket. Go to olivine city and go to the ship place and prof. Oak will be there and he will give you a 2nd pokedex and will leave. then talk to the man at the counter and he will let you through to the ship that takes you to vermillion city
