What was is best to catch Pokemon in safari zone?

Personally, I just throw safari balls at it. Throwing bait/rocks weakens the pokémon, but rocks increase the chances of the pokémon running away and I've found the both bait and rocks can mean that I miss the pokémon with every shot.
