Not all are gifted people are present with varied I.Qs and gifted for the rare sect of the society
May be universal as different people can be creative in different field

It is most of inborn trait and though sharpening is possible, inculcating giftedness is not possible
It can be nurtured and imbibed with time, exposure and practice.
