The answer essentially starts with realizing that a T1-type line is essentially the same as Digital Signal 1 Line (http://en.wikipedia.org/wiki/T1). The data rate for which is 1.544 Mbps.

So just convert this to bps: 1544000 bps.

I'm assuming "1" refers to 1%, so if 1% must be used for synch overhead, for actually transmitting data we can only use 99% of it or: 1528560.

Since TDM gives equal time slices to all of the the devices, just divide this rate by the bps need by each device (110 bps).

This division gives us = 1528560bps / 110bps = 13896 devices.
