Can anyone tell you why your 2001 Kia Rio's engine wont turn over when everything else comes on?

it can be a simple problem as coroded batery cables/terminals and or a loose conecion at the starter.even a bad ground could cause that problem. another common cause is a misaligned or faulty neutral safety switch. try putting your vehicle on neutral and try starting it then.
