What is the conflict in the short story The Handsomest Drowned Man in the World?

Actually, I believe there is a problem. Esteban's arrival to the village brings happiness and purpose to its inhabitants. You can therfore say that the problem in the story is the village's lack of life which is resolved by the arrival of a dead man.
