Pet urine smells because of the bacteria in it. To remove the smell you need to completely kill the bacteria and remove the stain.

When cleaning pet stains, you must remember that animals urinate instinctively where they smell urine. This is important because urine contains some of the same chemical compounds found in vinegar and ammonia. Because of this, you do not want to clean carpet with anything ammonia or vinegar based if you have pets. If you do this, you are only enhancing the smell of those compounds and encouraging your pet to continue to urinate in that spot.

You also need to be leary of anything enzyme based. Enzymes are live bacteria themselves. They are intended to be released to eat away the protein in urine stains. However if you have ever cleaned your carpet with anything else at any point in time, the enzymes will not eat the urine stain. Instead they will focus on eating whatever reside that other cleaner has left behind. You also want to remember that being live bacteria, enzyme based cleaners will die. When this happens, they decompose in your carpet and begin to smell after they have expired.

You need to use a cleaner that will kill the bacteria, deodorize the odor and remove the stain.
