Would a strong or light earthquake be more likely to happen along a major fault where there have not beenmany recent earthquakes?

The description suggests that elastic strain energy may be building up on the fault. This occurs if the fault is not free to move. This energy is dissipated by earthquakes. If non have occurred and this energy is continuing to be stored then the longer the time period since an earthquake, the larger / stronger the potential earthquake. I know this makes no sense but whatever
