actually, you can pull off just about anything with a capri- tanks and tees are great for a casual look, but you can dress them up with a tastefully sequined sleeveless top, or a one shoulder/off the shoulder look and a pair of heels. a good rule of thumb is if the pants have a close fit, a looser top- with a belt on the outside on a longer shirt. and then the vice versa, a more fitted top with looser cut capris.
