What is component level repair?

It is usually when a component such as a resistor, or capacitor has failed on a printed circuit board. This will usually involve de-soldering the failed component, and replacement with a new component with the same specs. Proper diagnosis of components like this usually requires expensive equipment or at least a really good digital multimeter.
