According to the declaration of independence who grants the government the right to rule?

It is the people who are declared to hold the inherent political power and as such control the government. The Declaration of Independence makes no distinctions of citizenship but declares that all people are free and capable of self government and have to right to life, liberty and the pursuit happiness.
