What is the best small talking pet bird Inexpensive please?

Bugies would be the least expensive of talking birds. But they are not the best for talking. Cockatiels would be the second least expensive. They are better for talking but would sing tunes rather tan speak Words. Macaws would be the best at talking but are very expensive.
