This is not necessarily true. Only when the heal tapers will its surface area be smaller. The surface area is that which is in contact with the ground. Platform shoes are likely to have the same surface area as normal shoes, and stilettos will have a very tapered heel and therefore small surface area and great pressure per square unit)
