Do birds eat everything but the heads on fish?

It depends on the species of the fish-eating bird. There are thousands of species.

Smaller birds may catch a fish, peck the flesh off of it then leave the bony remains behind. Larger birds will most likely eat a fish whole, head included.

It would also depend on the size of the fish itself.
