What is it's a bug eat bug world?

Its a quote from the movie "Bug's Life", the main evil character, Hopper, says it to the ants as he overruns their anthill. However, this quote is play on the saying "dog eat dog". It means a world where times are so tough and people or animals are so focused to get ahead that they would resort to something as barbaric as eating one of their species to survive.
