from my understanding, you can transport your siblings (however many you have/includes foster children and step-siblings) as long as you have written consent from a parent. You can only have one other person, besides yourself and not a sibling, in the car with you anyways.

Overall the rule is one person in the car with a 16 year old, unless there is someone with a regular unrestricted license in the car or you have more than one sibling with parental consent. Hope this helps.
