There is no universal answer to this question. Nobody has that much control over life.
In controlled environments where human intervention is available for emergencies, if things are done right, all the puppies usually survive.
In the wild, there are no humans available to lend a hand. So one or two of the puppies may perish to things like complications, wild animals or the weather.
