How do you permanently delete files in the Recycle Bin from a drive?

If you right-click on the Recycle Bin and select Empty Recycle Bin, it will permanently delete all the files in the Recycle Bin for all drives.

Note that the file data itself is not erased, just the index pointing to it. Data recovery tools can read these erased files quite easily.
