Recruiting is easy, as it only requires means to find people and refer them to do a certain job that could benefit both of you in the long run.
But, to measure the effectiveness of recruiting, one must identify whether the individual being recruited suits the job, knows how to do the job, qualifies for certain skills and competencies so that time won't be wasted and money as well in terms of training this individual.
