Why are people stealing copper?

Most likely to pay rent and put food on the table. I am sure most of these people would rather be working than breaking the law. Many people are very desperate right now and are to a point of not knowing what else to do to try and take care of their familes.Unfortunately when they get caught it only compounds their problems.
