What does it mean if an animal is considered a scavenger?

A scavenger does not hunt animals to eat, but rather finds food that has not yet been eaten by others. This can be in the form of carcasses (e.g. vultures eating roadkill) or garbage left by people (e.g. raccoons eating from a dumpster).
