The eel because it could slither like a snake. While both animals are able to swim at roughly 20 mph, most likely the eel would win because they are generally richer and can afford better running shoes and hydration supplies. Plus turtles are notoriously lazy, and thus poor racers. They mostly like to just eat Doritos.
