He might, it sounds like he either likes you or is trying to talk to you to get back at your friend (his ex) for some reason.

If you like him and are considering dating him, I'd check with your friend first to see if she minds. Even if you ask, she may say she doesn't but she actually does. If you decide to date him anyway, you may risk losing your friend or at least making her angry.
