Where can you get an igglybuff in Pokemon ruby sapphire?

Ok, all you have to to is go to rustburo city. Then go to the highest point you can go in the city then go higher 2 the grass and surf as far north as you can. there should be a little coast get on it, and there should be a guy running in a karate uniform and an old guy, go in the patch of grass above the old guy an walk around for awhile and you should catch him!!! His evolved form is awesome i have a wigglytuff, it's good!

i think the guy above me is thinking of jigglypuff not igglybuff, to get igglybuff u have to breed a male and female jigglypuff or wigglytuff and their egg will hatch into an igglybuff.

Or you can breed the jigglypuff/wigglytuff with another Pokemon in its egg group, but if you were to do this, remember that the jigglypuff/wigglytuff must be a female, or else the Pokemon will turn into the female's species.

lol i have a lv60 igglybuff, i gave it the everstone. gonna get it to 100. :-)
