What are the small white furry bugs on your rose shrub?

Aphids Correct me if I'm wrong.

I believe they are whiteflies. These are small, furry, winged, and eat the underside leaves of plants. See Wikipedia...http://en.wikipedia.org/wiki/Whitefly
