Why was the Ray Bradbury short story The Fog Horn almost banned?

It may have dealt with tampering with emergency location devices- such as the Fog Signal the title alludes to- possibly to cause ship accidents and then create work for the salvage contractors- which might cost human life. Human wreckage, indeed. Why couldn"t Bradbury focus on Sci Fi, not terrorist plotting? That is my guess.
