Who is better Lugia or ho oh?

ho-oh is cause on my heartgold version i have ho-oh and my brother has soulsilver we battled and my level 52 ho-oh beat his level 56 lugia in a 2 hit k-o with sacred fire.

Ho-oh because when the brass tower was burnt down and suicune entei and raikou died ho-oh was the one who achully revived them but lugia would probably be at the bottom of the sea singing ' you spin my head right round right round'
