Are there any military programs similar to ROTC that allow you to graduate as a sergeant instead of a 2nd Lt?

There is no way to enter any military service as a Non-Commisioned Officer (NCO) or Senior Non-Commisioned Officer (SNCO). If you participate in a Junior Reserve Officer Training Corps, some branches of service allow entrance as paygrade E-3 or E-4 for the Marines. An E-4 is one paygrade (promotion) from a sergeant.
