How do you make a round wooden barrel to water livestock?

It would be extremely difficult, even for an expert carpenter. A stave mill is required, for starters. The complex curves and angles of the pieces is beyond most peoples skill to make in a garage. It would be easier/cheaper to buy a used one from a local junkyard.
