1996 Plymouth Voyager SE the hazard lights work but the turn signals don't what could be the problem?

Could be 2 issues. Assuming the bulbs and sockets check okay, the signals may not work because the fuse or flasher is bad. The hazards could be a weak flasher relay. Then again it could be the signal switch is bad and effecting both functions.
