Can you shoot a car thief?

Usually, no. The law tends to require a balance between the crime/threat and what you can do about it. Shooting someone who's merely stealing a parked and empty car would seem excessive. But shooting someone who is actively threatening you, like during a car jacking is likely to be more OK.
