The phrase is from a Sanskrit treatse, the Kautiliyam Arthaśāstram; a series of works by multiple authors, which scholars say were written between the 2nd century BCE and the 1st century CE, when they were compiled into a single document. It is said that the treatise dealt with statecraft, economic policy, military strategy, and politics.
