It completely depends on where you are and what day of the year it is.
As the summer solstice approaches, the sun rises earlier each day.
As the winter solstice approaches, the sun rises later each day.
During the equinox, it rises so that the day and night are exactly the same length.
Some parts of the world (North and South) have sunlight for several months
before it sets, when their pole is facing to/from the sun.
The sun doesn't rise at the same time twice in a row. It changes every day.
Measuring is almost possible, because the sun is always rising around the world at some point. While the sun sets here, it rises on the other side of the world and repeats itself.
Every day the Sun rises at a slightly different time in a given location.
