Absolutely not. Electricity is actually the flow of electrons (or more conventially flow of positive kernels in a direction opposite to that of electrons), and no matter how tangled the knot is electrons will find their way. However, this question could get more debatable had it specified a certain value of potential difference across the conductor; as the equation goes electron mobility greatly increases with rise in voltage. And what would completely stop the electricity is a break in the wire. Then again this depends on the voltage too.
