How might the government encourage more people to start their own business?

Well, since many small businesses file their taxes as individuals for reasons like simplicity, it would be helpful to have some tax breaks for the 300k+ tax bracket. Also, making the requirements to open a business more uniform and simple would be helpful. With the way the laws stand now, you almost have to have a degree in business law to understand the requirements to open a business. I myself am trying to open a business right now and the research I am having to do is staggering. Grants would be helpful as well. There is a large list of small things the government could do that would be a huge help
