When should you replace the timing belt on your Mitsubishi outlander 2003 with 65000 miles?

65,000??? Now would be good but you can go a little longer. I have seen many with 80,000. After that you are pushing the limit. Don't forget to replace the water pump at the same time (and the tensioner pulley too but not mandatory)
