At 13 you are too young to think about a sex change. A sex change is very expensive and takes several years since doctors have person who wants to do it live as a woman for a time, take hormones, and go through psychological testing and counseling. This is not a surgery that can be changed if the person decides they were wrong. It can be very confusing to be 13 because you are just learning about who you are as a person and who you are sexually. Give yourself time and age before you think about doing something like a sex change. I would say now your reasoning needs a bit more thinking, consideration, and it is a phase.
