How are house vacancies filled?

The Constitution (Article 1, Section 2, Clause 4) states:

"When Vacancies happen in the Representation from any State, the Executive

Authority thereof shall issue Writs of Election to fill such Vacancies."

This means that all House vacancies be filled by special election. There is no constitutional provision for the appointment of interim Representatives.
