When it's a "bona fide occupational qualification". For instance, for most jobs employers wouldn't be allowed to hire only men or only women, but if the job is as a stripper or prostitute (in places where prostitution is legal) then they CAN refuse to hire a man because just the fact that he's a man would prevent him from doing the job.
