96 jetta 2.0 wont start no spark no gas where do you look car sat some one took all releys from under hood they've ben replaced still nothing?

Does it sound like the car is getting compression when you turn it over? No spark may be because the distributor cap is way off. Timing could be gone. Ignition coil may need to be replaced. I would suggest searching in www.vwvortex.com in the JettaIII section or the 2.0L section and see what you can find.
