Is the sharingan better than the rinnegan?

The Rinnegan is known as the strongest ocular (eye) technique. It's even stated that the sharingan became the weaker version of the rinnegan, and indeed, before his death, Madara Uchiha learned how to unlock the power of the Rinnegan from his own Sharingan eyes.
