Does the senate or the house of representatives have the right to declare war?

Congress is made of up of the House of Representatives and the Senate, this means it is bicameral. So its incorrect to say that you are wrong, only that you are partly right! As congress is made up of both, then it is both that have the power to declare war. :) hope this helps
