A memoir is a historical account or a biography from personal knowledge usually. It can be a varied length. If you go to your public library, you can find the memoir section and see that there is a large variety of books, some only about 10 chapters and some being 50.
On the other hand, a short story is a story with a fully developed theme, but shorter and less elaborate than a novel.
