Who said oral comprehension precedes written comprehension?

I can only answer this question in the light of the principles of Islam.

The first revelation to the Holy Prophet Muhammad (Saww) was "Read in the name of thy Lord who created". Therefore, in the light of Islam I do believe that reading must preceed writing.
