How do you get pinsir in Pokemon Sapphire?

You get Pinsir in the Safari Zone(Area 3).It's quite difficult to catch or find,only 5% chances of finding one. Area 3 is the one in the top left corner of the Safari Zone which u can only get 2 via an Acro Bike.The Safari Zone is towards the west of Lilycove city and u can go there after getting the 6th badge,i.e,beating winona in fortree city.
